Information on our Electronic Lodgement system and pre-lodgement advice
Please Note: New way of lodging Building Information Certificates
The process for lodging a building information certificate with Lismore City Council has change as of 1 July 2021. From that date, those lodging a building information certificate MUST use the online NSW Planning Portal.
In November the Premier announced eplanning digital services would become mandatory for NSW Council’s with the NSW Government committed to delivering effective, efficient and transparent planning services through the NSW Planning Portal.
Council requires electronic lodgement of all applications in digital form as PDF documents (Please note: PDF documents are not to have any security applied to them for upload). Depending on the particular application type you are wishing to apply for it can be lodged here on Lismore City Council’s electronic portal or the new Department of Planning portal for the mandatory application required under changes to the legislation (see below for further information on these changes). You will need to register for a NSW Planning Portal account before you commence lodgement on their portal at https://pp.planningportal.nsw.gov.au/support-training/applicant-resources.
Plans must be to scale and rotated to landscape. Photos and other images must be in JPEG format (unless contained and scanned within a Statement of Environmental Effects).
Below is a list of associated documents that may also be lodged electronically through either this portal or the new eplanning portal on the NSW Department of Planning website (link below). The documents identified will assist with collating documentation for each particular type of application you are wishing to lodge. Please name loaded documents with appropriate naming conventions as provided in the checklists below.
Please note: Plans are to be lodged in accordance with the below listings (i.e. same naming convention and as separate documents).
Upon lodgement Council will check all applications for completeness and an officer will be in contact, via email and/or phone, to arrangement payment. Once payment has been received the application is formally accepted by Council and processing will begin. The portal will provide you with a reference number for lodgement (note this is not your application number). That will be available once payment has been received. File sizes are limited to 100MB.
Note: Only the listed submission types can be uploaded and other applications with Council must be submitted via normal avenues (i.e. post, over the counter etc). Integrated cheques to the relevant government department must be forwarded to Council to accompany relevant documentation to the department.
New way of lodging Development Applications
The process for lodging a planning and building application with Lismore City Council will change on 28 June 2021 (Important Update below). From that date, those lodging a planning application MUST use the online NSW Planning Portal.
In November the Premier announced eplanning digital services would become mandatory for NSW Council’s with the NSW Government committed to delivering effective, efficient and transparent planning services through the NSW Planning Portal.
The use of the portal is mandatory for the following applications and certificates:
- Development Applications
- Modification of Consent Applications
- Construction Certificates
- Complying Development Certificates
- Occupation Certificates
- Subdivision Certificate Applications
- Subdivision Works Certificates
- Building Information Certificates
Customers will be kept informed during the assessment process through to determination via the NSW Planning Portal.

Council is currently experiencing an increasing number of Applications (including Development and Construction Certificates) and in some cases, delays of up to 12 to 16 weeks may be experienced before determination.
