The Richmond Tweed Regional Library was established in January 1971, when Lismore City Council and Ballina Shire Council signed an agreement to develop a joint free public library service. They were quickly joined by Byron Shire Council and Tweed Shire Council, and the Richmond Tweed Regional Library Service was created. A new Deed of Agreement was signed on 29 November 2017 further cementing the cross-council collaboration for the future delivery of library services to our communities.
